Job Description:

Optimum Performance Solutions (OPS) is seeking a highly accomplished Energy Auditor or Quality Control Inspector (QCI) to serve as a Technical Consultant supporting the Weatherization Assistance Program (WAP). 

This role is designed for seasoned professionals who bring deep field expertise, regulatory fluency, and a commitment to elevating program performance. It offers the opportunity to influence agency outcomes, strengthen technical standards, and drive measurable improvements in health, safety, and energy efficiency across multiple states. 

The selected consultant will operate with a high degree of autonomy, functioning as a trusted technical authority to agencies and program administrators. This is a field-intensive consulting engagement requiring extensive travel, including frequent overnight stays. 

Position Overview

The Technical Consultant serves as a subject matter expert and technical advisor to agencies participating in WAP. This individual provides advanced field-based technical assistance, quality assurance oversight, and strategic coaching to ensure full compliance with program requirements and best-practice building science standards. 

This role is ideal for professionals who value technical rigor, independent problem-solving, and meaningful impact within publicly funded energy efficiency programs. 

Core Responsibilities

  • Serve as a technical resource to agencies participating in WAP. 

  • Conduct independent on-site Energy Audits and Quality Control Inspections (QCIs). 

  • Provide advanced field-based coaching and technical guidance to strengthen audit accuracy, inspection quality, and documentation integrity. 

  • Evaluate agency compliance with WAP standards related to health, safety, workmanship quality, and regulatory requirements. 

  • Perform or oversee diagnostic testing, including blower door analysis, combustion safety testing, and verification of installed measures. 

  • Identify technical deficiencies, incomplete scopes of work, documentation gaps, and outline corrective actions necessary for compliant project closeout. 

  • Conduct comprehensive file reviews to verify accuracy, completeness, and programmatic compliance.  

  • Develop clear work scopes utilizing various WAP approved softwares 

  • Deliver clear, actionable reporting and recommendations to agency staff, contractors, and leadership teams. 

  • Assist agencies in resolving complex technical issues and improving performance outcomes. 

  • Assist in the installation of ventilation fans in the multifamily platform as needed 

  • Travel extensively (up to 100%, including frequent overnight stays) to provide on-site consulting support across service regions. 

Qualifications

OPS seeks candidates with demonstrated mastery in weatherization program implementation and oversight. The ideal candidate will possess: 

  • Extensive experience in weatherization programs, energy auditing, or quality control inspection. 

  • Strong working knowledge of federal, state, and local regulatory frameworks governing weatherization programs. 

  • Advanced understanding of building science principles, energy efficiency strategies, and health and safety standards. 

  • Proven ability to assess field conditions, interpret diagnostic data, and develop corrective technical recommendations. 

  • Extensive experience with performing blower door testing, combustion safety testing, and related diagnostics. 

  • Exceptional documentation review and compliance verification skills. 

  • Must have experience in energy modeling and work scope development. 

  • Strong analytical, communication, and stakeholder engagement abilities. 

  • High proficiency with technology platforms including Microsoft Office Suite, Microsoft Teams, modeling software, tablets/iPad-based field tools, and digital documentation systems. 

  • Relevant certifications in energy management, building science, or related disciplines strongly preferred. 

  • Some electrical experience preferred. 

 This position requires substantial travel and the ability to work independently in field environments. 

Compensation & Benefits

Weatherization Programmatic Consultant

Job Description:

Optimum Performance Solutions  (OPS) is seeking a highly experienced Weatherization Programmatic Consultant to join our team on a full-time basis.

As a consultant, you will play a crucial role in advancing Strategic Partner, Grantee and Sub-Grantee weatherization initiatives, ensuring compliance with program guidelines (technical, programmatic and fiscal), and optimizing energy efficiency for residential and commercial buildings.

Your expertise will be pivotal in guiding strategies, implementing best practices, and achieving sustainable agency and energy goals. Curriculum development and public presentation opportunities will be available. Partnering opportunities with state and national organizations such as VACAP, NCAP and NASCSP.

Position Overview

The Programmatic Consultant is a full-time role responsible for strengthening and optimizing weatherization programs across partner agencies, grantees, and sub-grantees. This position focuses on ensuring compliance with federal, state, and local requirements while improving program performance, energy efficiency outcomes, and overall impact. The consultant provides strategic guidance, conducts program audits, and collaborates with internal teams and external stakeholders to drive best practices and operational excellence.

This role also contributes to curriculum development and delivers training through webinars, conferences, and classroom settings, while staying at the forefront of industry trends and policy updates.
